Environmental Review Specialist

Two openings that exist to provide essential services statewide for planning and project development /construction through professional consultation, development, review, implementation, facilitation, outreach, and education pertaining to the Department's environmental review program. These positions play a key role in coordinating, facilitating discussions, and resolving policy and technical conflicts between the various clienteles served, and in helping MnDOT project development staff to manage risks related to environmental review and compliance issues. As an expert, these positions require extensive knowledge and experience pertaining to the National Environmental Policy Act (NEPA) and they will provide expert-level professional services and guidance under "limited" supervision and procedural control.

MINIMUM QUALIFICATIONS
Posting these at two levels, State Program Admin. Principal or State Program Amin. Coordinator, dependent on applicant’s experience.
State Program Administrator Principal qualifications:
Two (2) years of advanced professional experience in the following bulleted area below:
- Experience with reviewing and providing consultation on environmental resource areas, impacts and documentation
- Experience with Federal environmental laws, regulations, policies, practices, and procedures, including National Environmental Policy Act (NEPA)
- Experience working on NEPA Class II Categorical Exclusions
- Experience reviewing and giving consultation on statewide and regional environmental, economic, and sociological issues
- Experience researching, analyzing and writing complex data to a variety of audiences
- Experience creating presentations and presenting to a variety of audiences
- Valid Driver’s License is required
State Program Administrator Coordinator qualifications:
Three (3) years of advanced-professional experience in the following bulleted areas below:
- Experience leading reviews and directing coordination on environmental resource areas, impacts and documentation
- Experience with Federal environmental laws, regulations, policies, practices, and procedures, including National Environmental Policy Act (NEPA)
- Experience leading the development of and reviews for NEPA Class I Environmental Impact Statements and/or NEPA Class III Environmental Assessments
- Experience leading reviews and giving consultation on statewide and regional environmental, economic, and sociological issues
- Experience researching, analyzing, and writing complex data to a variety of audiences
- Experience creating presentations and presenting to a variety of audiences
- Valid Driver’s License is required
